You can enable and disable printk timestamps at runtime, by writing to /sys/module/printk/parameters/time.
# cat /sys/module/printk/parameters/time
N
# echo 1 >/sys/module/printk/parameters/time
# cat /sys/module/printk/parameters/time
Y
# echo "sample log message" >/dev/kmsg
# dmesg | tail
....
